Congress is currently considering federal tax reform proposals which include limiting income tax deductions for charitable contributions. The charitable deduction is a powerful incentive to give to charity. The federal tax code allows each donor who itemizes their deductions, regardless of income, to make contributions without paying taxes on the amount they give to charity. Any limitation on the charitable deduction will reduce charitable giving.
The nationally recognized Independent Sector estimates that eliminating the deduction for charitable gifts would reduce annual giving by up to 36 percent. The proposed cap could cost charities as much as $7 billion a year.
